A commissioning team was created to address management issues in the central hospital, which consisted of a core team of 5 mixed management /administrative and clinical staff with Family Care consultants operating in a facilitating / advisory capacity.

The team worked through the hospital management systems agreeing the guidelines and procedures in weekly meetings that extended over more than 18 months and looking at every aspect of management, among which were included staff roles and responsibilities, patient length of stay, hospital budgeting, record systems etc., This was an extremely difficult part of the work to create a change process. However although staff have found it difficult to respond to some of the agreed policies, approximately 70% were adopted.
